Is it possible to obtain a visa to China as a NZ passport holder on entry to China, or must it be obtained here in NZ.

your mean visa for full mainland China? if yes, you are required to apply in advance in NZ. Shenzhen visa, as well as visas to other SEZ cities can be obtained upon arrival.
