Yes, but the condition od the rooms and surrounding environment will be poor. I find several Cheap Shanghai Hotels for you which are New-Start Hotel Shanghai, Shanghai Vienna International Hotel (Songjiang Branch), Vienna International Hotel (Shanghai jiuxing branch) and The Super8 Hotel (Shanghai New International Expo Center).
