My wife and I are considering travel to China.  We are in Mississippi, her sister lives in Houston.  Can her sister deliver the applications and pickup the passports or do we have to travel to Houston to do it in person?? Thank you

yes, her sister can submit the visa application and pick up your passports and visas on your behalf, you don't need to go to consulate in Houston in person to drop off application.
