Can I apply for a visa to China from a Chinese consulate outside of my country of residence e.g. from a country I will be visiting on my way to China?

You can apply from outside of your reside country, but Chinese embassy/consulate in some countries do not accept visa application from temporary visitors. e.g. South Korea and Vietnam. You can apply in Hong Kong, anyway.

An applicant holding a passport other than Malaysian passport should provide the original and a copy of his or her permanent residence or work permit which should be valid for at least half a year (except for those who are visa or permit exempt for residing or working in the Malaysia).

Therefore, I don't think you can get a China visa from Malaysia.
