About:Taiwan Weather

I will be going Taipei from 14 Feb till 18 Feb, will this be the rain season?
and will taipei good for travel that time? as in will the shops close that time?

It is not the rain season, but you still need to prepare a raincoat or umbrella since it also has much rain during Feb. It is generally a good time to visit Taipei, cool and pleasant. Most shops are open at that time.
