You can apply for a China visa through CVASC, check from Chinese embassy in Singapore(https://www.travelchinaguide.com/embassy/singapore.htm) for details. As non-Singapore passport holder, you are required to provide documents that entitle you to reside for an extended period of time in the Singapore, such as a PR, WP, EP, STP, DP.
