The difference is on destination. Bus 15 to the top of the Peak and bus 15 is runing to the Peak Tram Lower Terminus in Garden Road. You should take peak tram to the Peak then. Of course, bus 15C is cheaper.

If you want to take bus 15C, get off at Central MTR Station for the bus doesn't reach Admiralty. Get out from Exit J3 and find the City Hall in Cannaught Road. There is a bus stop there.

Suggest you go to Central, then you can choose to walk to the peak Tram Lower terminus in garden Road, or take bus 15 or 15C at Central Pier Bus Terminus. Central Pier is where these buses starts. Out from Exit C1 to find the bus 15 or 15C.
