About:China Embassy in Thailand

Question:
The Japanese person (staying Thailand) will go to Vietnam then China and back to Thailand. But he will visit China through Vietnam.
Will he apply tourist visa to visit China at Thailand or at Vietnam?

He can apply for tourist visa to visit China at Thailand or Vietnam. He had better try to obtain visa in Thailand first, if his application is denied, he can go to Vietnam to have a try. But Japanese are exempt from a visa to Mainland China for 15 days at most, if he stay for Mainland China for less than 15 days, he doesn't need to apply for visa.
