i planning to visit my friend in Shanghai on March.Do i need visa to enter Shanghai? If yes, i would apply in Jakarta.

Yes, you need a China Tourist Visa to enter Shanghai(https://www.travelchinaguide.com/cityguides/shanghai.htm) for visiting friend. You have to apply for visa through the Chinese Visa Application Service Center (CVASC) in Jakarta.
