You can take airport shuttle bus from Taoyuan airport to Taipei Railway Station, then take train to Hualien. It takes about 3 hours by train and costs about TWD441. The ferry from Taitung to Green Island operates from 05:30 to 15:30 on an interval of 2 hours.
