I think you have to decide what you will study and which school you prefer first, and then contact the school and send your application. If you will study in China as a exchange between governments, you should apply between Jan. 1 and Apr. 30,; if individually, apply between Sep. 15 and Dec. 15 for the spring semester, and between Feb. 15 and Jun. 15 for the autumn semester.
