I am wondering if Snowboard rentals are available.

yes, you can rent a snowboard at at the Ski resort, and it costs CNY50-80 per day.

Does that then mean that snowboard boots are also available? And one final question. Is there lodging available for people visiting the ski resort and if so will we need a reservation or will there be space on say... a Wednesday or a Thursday? Any help with these questions would be appreciated.

Yes, you can rent almost all of the equipments for skiing at yabuli Ski resort. There are hotels in the resort, and you may book the hotels online in advance.
