I don't think you can book the train tickets yourself, since you have to apply for a Tibet Travel Permit first, for which you have to entrust a travel company who may requires you to take part in their tour before applying for the Tibet Travel Permit for you. In fact, you do have to take part in a tour first, since individual travellers are not allowed to Tibet.
