Wish to go Lui Chiew, an hour ride from Hainan Island.  Any recommendation to stay atLui Chiew or tour agency that covers both hainan and lui chiew.

Do you mean Leizhou Peninsula? I think you may just stay at at a hotel in Zhanjiang City. I do find some Haikou tours(https://www.travelchinaguide.com/package/haikou.htm) for you, but they don't cover Leizhou. You may find a reliable China travel Agency to book a tailor-made tour covering both Hainan island and Leizhou Peninsula.
