what's the opening hour of the Gong Bei Visa Office?
Can I still get a visa on arrival at 11pm?

When will you arrive at Gongbei Border? You can not get China Visa On Arrival(https://www.travelchinaguide.com/embassy/visa/service.htm) currently at Gongbei Border. Anyhow, it is hard to apply a visa on arrival, you'd better get it in advance in your country.
