If I marry someone in China, how long does it take for me to get a PR there?

yes, you need to get a residence permit for running a business or engaging in some work. If your marriage with a Chinese citizen lasts for 5 years and your annual stay in China is not less than 9 months, you can apply for China Permanent Residence Permit(https://www.travelchinaguide.com/embassy/visa/refusal.htm)
