Please contact a China Travel Agency(https://www.travelchinaguide.com/) to obtain a Tibet Travel Permit(https://www.travelchinaguide.com/faq/tibet-travel-permit/) for you, it is very complex for you to get it from Tibet Tourism Bureau.
