My family and I will be going to Taiwan on 31st Dec 2010.  We are planning to go to Taichung.   How should we go there and what will the weather be?.

The best way for you is to take flight to Taichung. The average temperature is about 14~21C during that time, not too hot nor cold. Thus, you can wear light inner shirt with jacket.
