About:Guangzhou Metro Line 3

Could also please tell whether it is the same station and also on the same level that trains can be transferred to from one line to another.

No, the arrival hall of Guangzhou East Railway Station is not connected to subway Line 3. But, once arrive at the railway station, you could follow the directions walking to take the subway easily.
