In principal, temporary visitors to Kazakhstan should apply for Chinese visa in their own country; however, if you have valid Kazakhstan visa or other legal entry permit to Kazakhstan, you can have a try to apply for Chinese visa in Astana. For Singaporeans, the visa regulations will not be strict. However, Singaporean oridinary passport holders don't need a visa to Mainland China for not more than 15 days stay.
