who made the laws in the qin dynasty did it apply equally to everyone

It was not made by a certain person. After Qinshihuang united China, he also uniformed the laws of the former states that already existed.
Of course not equally applied to everyone, since it was in fedural age, I don't think it was possible. Imagine if the emperor broke the law, could he be punished? The law inclined to protect the ruler class and landlord class.
