For China visa application in India, an applicant holding a passport other than Indian passport should provide the original and a copy of their permanent residence or work permit which should be valid for at least half a year (except for those who are visa or permit exempt for residing or working in India);

If you satisfy the above condition, you can apply for China visa(https://www.travelchinaguide.com/embassy/visa.htm) in India, please submit application to the Chinese Visa Application Service Center in New Delhi Or Mumbai rather than the China embassy/consulate which only accept application form diplomatic/service/offical passport holders.
