The time of the last bus is in line with the last domestic flight arrival. If you fail, try to take airport Express Train(https://www.travelchinaguide.com/cityguides/beijing/transportation/airport-express-train.htm) from airport to Dongzhimen, then a taxi to your hotel. The last airport express train departs at 22:51 from T3, arriving T2 at 23:10. I think you can catch the last one.
