Yingzhen had a policy to help his unification plan: consort together with those states far away from Qin, attach the neighoring countries. The weakest Han state is the first submitting to Qin. Han, Zhao and Wei were divided from Jin States. Jin was not strong in Spring and Autumn Period, then weaker when it is seperated. They are the next. Qin sent a large troop to conquer the Chu State which was the largest in land area. Then came to Yan and Qi. United all the states.
