About:China Embassy in Thailand

My mum came from china and she has stayed in thailand for 20 years,her passport&visa has expired and now she has the travel document(issued by china embassy).Can she get the new chinese passport as she must not go back to china?
or if she must go back,how she will get the new one? and how to get the thai visa?
Is it difficult in procedure? take long time and much money?
I'm afraid she could not come back again.

Your mum and you had better go to China embassy in Bangkok to enquire it because the procedure is difficult.
