You must join a Tibet Tour(https://www.travelchinaguide.com/tour/tibet/) to visit Lhasa.

We have just returned from our vacation on that high land on Sep 12 2011. From what we have observed, you should be able to get around on your own but no one speaks English, so to fully appreciate the custom, the history and culture of this wonderful region of China, you should enlist a operator. We are truly grateful for our guide.
