can i apply for a chinese visit visa (tourist visa) in dubai?

Can I apply for a Chinese visit visa (tourist visa) in Dubai? We would like to attend the Harbin snow and ice festival in January.Do I need an invitation letter for the visa application?Where can I obtain such a letter if required?

The Chinese Embassy in U.A.E. only accepts visa applications of the U.A.E. citizens and foreigners who reside in Abu Dhabi and Al Ain. so, if you are temporary visitor there, you are required to apply for China visa in your home country.
