It is still cold in later Feb. I wear down coat and Long-Sleeve T-shirt inside. It is windy and rainy sometimes. If you can not get used to cold weather, keep warm. Anyway, keep an eye on Shanghai Weather(https://www.travelchinaguide.com/climate/shanghai.htm) report before going~
