About:Chinese Embassy in Syria

Dear Sir,
Two friends want to apply for visa to visit China, but they told them at the embassy in Damascus, that is difficult now and wants many documents (Invitation from China and others...)and they asked for high amount of money, like 500-600USD. Why???

I guess that the visa policy becomes strict because of the Asian Games held in Guangzhou, China.
