About:Chinese Embassy in South Korea

I am an American living in Korea. My Alien Registration Card expires Apirl 5, 2011.

How can I get a 1-year multi-entry visa for China?

You can fill your requirements to the application form, but applicants may not be granted a visa as they wish. Officers at Visa section are entitled to decide the visa types and visa duration. Better provide evidence/proof that you need to visit China frequently this coming year.

The fact that you are a foreigner in South Korea should not be an issue as you have residency there. Remember that a multiple entry visa starts on the day it's issued, so don't apply too far ahead.
