About:China Transit Visa

I'm permanent resident in Canada. My flight from Vietnam to Toronto transits in Shanghai for less than 4 hours.
I heard from my travel agency that the new policy of China requires a transit visa
Is it right?

I didn't hear this piece of news, I know that the visa policy becomes very strict because of Asian Games held in Guangzhou. If the travel agency tells you to get a transit visa, you'd better apply it.
