I am planing to Lijaing on 5-10 Dec. but I heard that the Cable at the Jade Dragon Mountain is shutting since Apr.? Can you advise if now it is start opening again or still shut? when it will be opened again?

Yes. The cable car is still shut. It is said that the cable car will be opened next April.
