About:Top 8 Reasons Why Your China Visa Gets Rejected

I am a Belgian citizen with permanent residence in Taiwan, I will fly to Paris with a 2 day stopover in Shanghai. how can I apply a visa without entering HK ?? travel agencies here only do it for US passports...weird

As the rule, you need to apply for a transit visa in HK. If you know someone from HK, you may try to send the application form and all required documents to him and let him handle this on your behalf.
