I would like to know whether I could buy a Guzheng through the Chinese Embassy ?

Actually i did not understand you fully. I think Embassies are not engaged in business activities. Maybe you can try the China town in Sri Lanka or buy one from China through internet. But be careful if buy from the web shops.
