About:Chinese Embassy in Philippines

Hi, I have a Filipino friend applying for a L visa to come to Beijing, but the embassy asked him to submit some Visa Notification Request from the local public safety bureau, I called the local bureau in Beijing and they told me they don't manage the visa problem for the applicants in abroad and they never heard of that Visa Notification Request before... And I tried to call the Chinese embassy in the Philippines to figure it out, but nobody answered the phone since yesterday, is there anybody heard of this Visa Notification Request thing? The visa agency that helped my friend for his L visa also never encounter this before, so what document exactly the embassy ask the applicant to submit? Hope to get some information here and thanks in advance!

The embassy asks your friend to provide An original Visa Notification Form issued by a duly authorized Chinese organization in China, namely, Ministries and Commissions of the State Council, the Government of all Provinces, Autonomous Regions, and Municipalities directly under the Central Government, and Foreign Affairs Offices and Bureaus of Economy and Commerce thereunder, and departments and units recognized by the Department of Consular Affairs of the Ministry of Foreign Affairs of the People’s Republic of China

for tourist L visa & tourism purposes you would not need a visa notification. Unless when he was asked his purpose to go to beijing his answer was different. Is this hi first time applying for a visa or did he/she have many L visa extensions?

Thanks for all your replies, Mrs. Nancy and Mr. Hogan... To Mr. Hogan, before this L visa application, my friend had several times F visa extensions, and the contact in Beijing he wrote in the L visa application form is a local Chinese businessman and the office address, would this cause him trouble for the tourist visa? And if the embassy does want that visa notification request, what type of file it should be, and what content it should include? Thanks a lot for your help!

Mr.Kevin Su, because there are previous F visa on his passport and the contact in Beijing he wrote on the visa application form is a local Chinese businessman and the office address, therefore, the visa officer knows that he comes to China for business, he needs to apply for Business Visa rather than Tourist Visa, the original visa notification letter is required for business visa application.
