You need to make an online appointment first for your visa application. and you can complete the visa application form online and print it out. Generally speaking, you should submit your application in person and collect your passport with an issued visa. If you really cannot do so, you may entrust someone else to do it for you (no need for a power of attorney) providing that you have prepared all the documents required.
