Hi, you can firstly take train from Taipei to Chiayi, and then take train or hire van to Alishan, after that, you can take train back to Chiayi and then take train to Kaohsiung, finally take train to Hualien. Trains are very convenient in Taiwan, also the long distance buses are very easy to access. Just remember that the weather would be a little cold in Taiwan and also the temperature would be even lower in the mountain area.

I think 10 days is enough for a round-island trip. You can begin from Taipei, then go either west or east , then back to Taipei.

The transportation is convenient, you can travel by bus, train or air within the island. Besides, there is always high level and common hotels around the scenic area or its downtown city. It depends on you.
