You can go by air to Xiamen or Fuzhou and take the Fuzhou-Xiamen high-speed railway, which has a total of 14 stations along the railway. Hui'An is one of the stops on this rail. You can do this from Xiamen or from Fuzhou.
Alternatively, if you are traveling with several people, you can ask the hotel you are staying to assist you to hire a car with driver and go from Xiamen to Quanzhou and then Hui'An. Hui'An is between Quanzhou and Putian. Car ride time wise is longer than rail.
