Is there any phone can reach China Consulate? none of Web post number can get through, in case we really happen emergency need the help of Consulate, how to reach them?

Yes, all phone numbers posted on their official website are never reach to any Rep. or agent. Either get the automated recording for Visa application information only or long ring with no one to answer. It is shame that our consulate provide such poor services.
