About:Harbin Ice Festival

Hi I plan to visit Harbin late November. Would I be able to see the ice festival already? Would it be good to go at that time? Thanks

No, the ice festival is not ready and evern the preparation work to make sculptures is undone. Not a good time. Go at late December or Jan.
