About:Chinese Embassy in Japan

I live in Nagoya and am trying to find out how to obtain a visa for China. From reading this sit it appears that i should go to the Chinese consulate here in Nagoya but having just called them they said they don't deal with applicants directly. Is this a normal response? Do i nedd to apply through an agency?

You should contact a tour agency first, and it must be appointed by Chinese consulate in Nagoya. It is common in Japan.
