About:China Visa on Arrival

My husband is flying into Guangzhou on 10/5. He visited the Chinese Consulate today 10/4 to get his Visa and they are closed today and tomorrow. Can he apply for a Visa at port? He is going for business reasons to visit some manufacturers. What does he need when he get's there. Is a letter of invitation from a business there acceptable?

He can not apply for a visa on arrival at the port. only an invitation letter is not acceptable.
