About:China Customs Declaration

is the duty rate charged on the cost of laptop or the shipping cost as well. thank you

The duty rate charged on the cost of laptop, but the cost of the laptop is not the money you pay for the laptop, but the cost fixed by the custom. Usually, a laptop, no matter what brand and type, the price is regarded as 5000RMB by China custom.
