About:Apply for China Visa in a Third Country

so in that case by means only 50/50 chance i could get a chinese visa approved in singapore,right?

yes, even fewer chance to get visa to China there. the fact is the visa officers have right to reject an application without providing any explaination. So, you'd better apply at your home country. Or you just can find a powerful visa agency.
