About:Apply for China Visa in a Third Country

hello
any one can help information
i am going travel to singapore,
i am turkish holder, but i am not my country right now
i'm travelling soon to singapore, then i might planning to fly over china for business
can i apply chinese visa from singapore?

Non-Singapore citizens shall provide documents that entitle them to reside for an extended period of time in the SPR,WP,EP,STP,DP. Temporary visitors to Singapore should apply for a Chinese visa in their own country. For the special cases, consular officer has the rights to make the final decision on whether issuing a visa or not.
