What were the roles of the merchants in the qin dynasty

In Chinese history, a merchant can be rich, but still low in status. In Qin Dynasty, merchant can not wear silk although they are rich enough to buy countless of them. In Tang Dynsty, merchant can not be an goverment official. Qin Shi Huang once sent merchants to present Canton area, regarding them as guilty people and slaves. Some experts say that Qin Shi Huang thought much of big merchants.
