About:Telephone & Cellphone in China

Hello
I have a number 86-18906-3343-544 from china. Is it correct number? How can I contact with this number from Australia?

Is this is cell phone number, isn't it? 86 is the area code for China. The rest should be a mibile phone number with 11 numbers, but it has 12. It seems not a correct number.
