The autocracy of imperial Relative is said to be the main reason. At the begining when the emperors are strong and powerfull enought, they could take good advantages of the power from imperial relatives. When the emperors were getting weak in late Western han Dynasty, they threaten the emperor and wanted to usurp the throne. This kind of event happend more than one times.
