She can apply for BNO passport directly. Apply at British Consulate in Hong Kong.0

You need to apply for settlement visa (2 years), then permanent residence (1 year), then citizenship, then British passport. Takes a total of 3 years and costs a total of about £2000. I know cuz I done it.
The BNO really is a waste of time. Although recently ( march 2009), a new application form is on the border agency website, which allows holders of BNO to apply directly for British passport. However there are some restictions, like never held any nationalty other than BNO ever.
