Hi,
I'd like to know when is the best time for visiting china as a vacation and at what time a year sales would start?

It depends, in southern China, the best time would be in spring or autumn, but in northern China like Harbin, the best time would be in winter. Generally, the sale season in china would be in some festivals and holidays, such as the National Day Holiday, and also many clothes would be on sale when the former season is ending. Such as the summer clothes would be on sale in August and September since from then on stores would sell autumn clothing.
